Definitely "please go upstairs." That's nice of them to put some English on there - at least you know there's food and drink. And that's all I know from the sign.
Are there Mexican restaurants there? I'm guessing not. TMM
As you know people in Kyoto express indirectly so this board is one of their way of expressions -not Engrish??? And also they sometimes say philosophical things, I think maybe it means the first one, "please go up stairs.", but it may mean the other 2 or nothing in 3.... Listen, read and act carefully in Kyoto. :)
