The movie is to announce fingerprint/photo requirements for entry into Japan from November 23, 2007. In general it's a very entertaining video. In a very disjointed and bad taste sort of way, the blunt "We're REALLY scared of foreign terrorists" repeatedly repeated message fits perfectly over the muzak light-jazz keyboard soundtrack. I also really like the non-tasteful random overdubbing.
(By the way, yes, it is a serious video. Check out the other channels at the website. TV isn't often quite this bad in Japan, but luckily web TV is.)

I think the obnoxious fat white dude could be my uncle. Sure, he'll tell me to submit to Big Brother so I can gain entry to Japan.
Next thing you know, you'll be required to provide a hair, skin or blood sample, just for the greater good.
Sadly, Japan is just copying the US by doing this. ... But with taste: they are not requiring a retnal scan. (Not just science fiction any more, kids.)
WARNING: Slightly off-topic rant follows!
This kind of stuff, and also hearing about deportation of US Service member families, makes me wish immigration reform was viewed as more than just a "Keeping foreign workers out" issue. All of INS needs a booster shot injection consisting of Common Sense, Courtesy, and (let's be realistic) Funding.
That is a great website. If you haven't seen them already, look at the video on the Wajima lacquerware, the food of Japan, and the one on sweets -- there are some beautiful pictures - Very entertaining and educational! Yomama
